As CEO of the firm, Jim is responsible for overseeing all aspects of the organization.  He is responsible for setting our corporate strategy and direction, as well as modelling and setting our corporate culture, values and behaviour. An active principal of the firm, Jim draws on his comprehensive knowledge of transportation planning and traffic engineering and diverse public and private sector experience to deliver technical, project management and quality control services on a broad range of assignments.

Jim brings over 35 years of private consulting experience in transportation planning, traffic engineering, parking planning, data collection and modelling to his role as President and Chief Executive Officer for Paradigm. Over his career, Jim has completed transportation master plans, class environmental assessments and transportation corridor studies.  He has successfully designed, developed and refined numerous travel forecasting models and applied them to assist in preparing long range master plans, environmental assessment studies and large-scale community or secondary area plans for several major communities in Canada.

In addition, he has extensive traffic operations experience and is a certified Professional Traffic Operations Engineer. He has put these skills to use in completing well over 1,500 transportation impact assessments in municipalities across Ontario as well as over 30 traffic operations studies. He has proven expertise in active transportation, traffic calming, transportation demand management, roundabouts, and development, institutional and municipal parking planning. Jim is also conversant with the land development approvals process and has appeared before the Ontario Municipal Board and other tribunals to provide expert testimony on over 50 different occasions.

Outside the office, Jim has volunteered his time with various community groups including the Optimist Club and Children’s International Summer Villages. He is a huge curling fan and enjoys watching his talented daughter compete at events across the country. He also contributes actively to the profession, having served in volunteer roles for the Institute of Transportation Engineers (current executive member of the Transportation and Health Standing Committee) and Transportation Association of Canada (current chair of the Small Municipalities Integrated Committee and member of the Transportation Operations Management Committee and the Technology Council).
