Gene Chartier

Gene brings over 30 years of municipal government and private consulting experience in transportation, municipal engineering and urban planning to his role as Vice President and Chief Development Officer for Paradigm. Over his career, Gene has successfully completed transportation and infrastructure master plans, class environmental assessments, transportation corridor studies and transportation impact assessments in municipalities across Ontario. He has proven expertise in active transportation, traffic calming, transportation demand management, traffic operations, roundabouts, travel demand forecasting, parking, infrastructure design and construction administration. Gene is also conversant with the land development approvals process and has appeared before the Ontario Municipal Board and other tribunals to provide expert testimony.

An active principal of the firm, Gene draws on his comprehensive knowledge of transportation planning and traffic engineering and diverse public and private sector experience to deliver technical, project management and quality control services on a broad range of assignments. Gene also leads our business development and marketing efforts to ensure Paradigm continues to offer professional services that help our partners implement transportation solutions that leave the world better than we found it.

Outside the office, Gene volunteers his time coaching community and high school football. He also contributes actively to the profession, having served in numerous volunteer roles for the Institute of Transportation Engineers, Transportation Association of Canada and Ontario Good Roads Association. Gene is a past president of the Canadian Institute of Transportation Engineers and past Canadian District Director on the Institute of Transportation Engineers Board of Direction.
